Procurement Specialist - Glasgow - £400 Inside IR35 - 6 Months


We're working with a major public sector client seeking an experienced Procurement Specialist


Title:
Procurement Specialist

Duration: 6 months + extension

Location: Glasgow (2 days in office)

Rate: £400 max

IR35: Inside

Key responsibilities

· Managing the award of contracts up to £50k using the quick quote system on PCS/or alternative means of identifying value for money for this procurement activity in accordance with the Bank's procurement policy and public procurement regulations. 

· Providing advice & support to a wide range of stakeholders across the Bank, including at Executive level, on sourcing strategy, procurement and supplier management. 

· Working with the Head of Procurement to help accelerate the delivery of other sourcing and procurement activities and supporting on regulated procurements as required. 

· Managing the Contract Register, undertaking spot checks and reviewing contract documentation and collating documentation for audit trails of live contracts and contract review meetings. 

· Review procurement filing structure, identify and implement improvements to ensure accurate records for audit purposes. 

· Updating and administering of procurement related templates, central mailbox monitoring and spend analysis activities. 

· Negotiating contractual terms with suppliers, to ensure these are within the Bank's risk appetite and are compliant with regulatory expectations. 

· Contributing to developing, establishing and embedding Bank processes for procurement, taking lead responsibility for some aspects as delegated by the Head of Procurement. 

Key Skills and Experience

· Expertise and experience of managing procurement in accordance with public sector procurement regulations and processes and using PCS, from initial identification of a need through to contract delivery and management. 

· Knowledge of and demonstrable experience of applying best practice procurement and commercial approaches to create and maximise Value for Money (VfM). 

· Membership of the Chartered Institute of Procurement and Supply (MCIPS) is desirable (or working towards this and/or able to demonstrate equivalent professional experience). 

· Experience of undertaking procurement of a diverse range of categories and services and ensuring effective third-party risk management. 

· Delivering at pace in a fast-paced environment, taking responsibility to solve problems, achieve deadlines and to 'get things done'.   A collaborative, team-working approach is key to do this. 

· Communicating and collaborating effectively with a wide range of stakeholder at all levels of the organisation.  This includes the ability to engage and influence at Executive level on procurement.
